Savolainen is chairperson of the MSU Department of Civil and Environmental Engineering (CEE) and an MSU Foundation Professor.

The Council Impact Award recognizes individuals and organizations for their outstanding contributions to the transportation industry and the communities they serve. Savolainen was selected for his exemplary work in advancing traffic safety programs, innovative contributions in transportation engineering and planning, and his dedication to community and inclusivity.

Savolainen has been involved with ITE Transportation Education Council (TEC) since his undergraduate days. Now, he is an educator teaching the new generation of transportation professionals.

“How we train and educate the next generation of transportation professionals is critical given the rapid changes that are occurring in the transportation industry,” he said. “We have made a number of important impacts on improving how we train current and future transportation professionals. This award is reflective of that value and the time invested.

“One critical aspect,” he continued, “is how ITE and the broader transportation community have placed concerted efforts on eliminating traffic fatalities. While safety has always been an implicit focus of roadway design, the focus nationally has shifted to a ‘Safe Systems’ approach where safety is our primary objective.

“As a father, this resonates with me personally given the surges we have seen in pedestrian and bicyclist fatalities over the past few years. It is imperative that we train future engineers to effectively consider the needs of all users.”

ITE cited the following qualities during the 2024 Excellence in Transportation Awards.

Innovation and Leadership

As a professor and researcher, Savolainen has focused on transportation safety, integrating real-world applications into undergraduate programs, and advancing the practice of transportation engineering. His leadership in the Research Experiences for Undergraduates (REU) Site, funded by the National Science Foundation (NSF), exemplifies his commitment to innovation. Through this program, he provides students with hands-on research experiences, equipping them with the skills and knowledge necessary to tackle complex transportation challenges.

Dedication to Safety and Community

Savolainen's work in transportation safety has garnered more than $20 million in competitive external funding. This work has investigated numerous issues, such as maximum speed limits, dynamic speed feedback signs, and automatic emergency braking systems, creating a tangible impact on traffic safety programs and technologies. As leader of the transportation engineering research group at MSU, he has updated Michigan State’s curriculum to align with changes in the transportation industry, particularly in the area of safety. His collaborative approach has fostered partnerships with government agencies, industry stakeholders, and community organizations, ensuring the practical application of research findings to improve traffic safety and reduce injuries and fatalities.

Commitment to Diversity, Equity, and Inclusion

Savolainen has implemented recruitment and mentorship strategies to support students from underrepresented groups. His partnerships with minority-serving institutions and mentorship initiatives have broadened the pipeline of diverse talent in transportation. Savolainen’s advocacy for inclusive policies within academic institutions and professional organizations demonstrates his commitment to creating a more equitable environment for all stakeholders.
